You might want to edit to explain your answer a bit more. Pin 7 is the output of the internal amplifier, and pin 8 is its input, designed to accept a low-level AC an6848 57 mV for a 0-dB indication. Vref is the high side of the 5 LED comparators in the datasheet block diagram.
Right, I get that pin 7 is the output of the amp, but it’s part of the negative feedback loop on the amp.
The potentiometer is clear, but the 2. Setting 7 higher than ground biases the low side of the comparators, allowing them to turn on with a lower output from the amp.

I know the correct names, but I conversely find “inverting” datasheeet “noninverting” confusing when dealing with comparators, since those terms make more sense when dealing with op-amps.
